Tender Notice:
The following is subject to open competitive bidding. Date of expenditure commitment: June 10, 2026. 1. Procurement details:
(1) Item classification numbers 15, 28.
(2) Purchase subject and quantity: Purchase, installation, and adjustment of IP transmission equipment within the Rumoi Development and Construction Department area (electronic bidding target case) (electronic contract target case).
(3) Characteristics of the procurement subject: According to the bidding instructions.
(4) Delivery deadline: March 23, 2027.
(5) Delivery location: According to the bidding instructions.
(6) Bidding method: Conducted as a total price. The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down), so bidders must submit bids corresponding to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of electronic procurement system: This case uses electronic procurement system for submission of application documents, bidding, and contracting. If electronic procurement is difficult, paper bid participation and contract procedures must be submitted.

2. Eligibility for competition:
(1) Must not fall under Articles 70 and 71 of the Budget and Accounting Act.
(2) Must have Ministry of Land, Infrastructure, Transport and Tourism competition participation qualification (all ministries unified) grades A, B, C, or D for 'sale of goods' with eligibility in Hokkaido region for fiscal years 2025-2027.
(3) Must not be subject to corporate reorganization or civil rehabilitation procedures except those who submitted documents based on the public notice dated March 31, 2026.
(4) Must have qualifications determined by the expenditure commitment officer based on Article 73 of the Budget and Accounting Act.
(5) Must not be suspended from designation by the Director of Hokkaido Regional Development Bureau between the application deadline and bid opening.
(6) Must not be excluded from public works by police authorities due to organized crime control.
(7) Must have downloaded the bidding instructions directly from the electronic procurement system or received them from the expenditure commitment officer.
