Tender Notice:
The following general competitive tender is announced. Date: June 10, 2026. Procuring entity: Satoshi TAKAMATSU, Director-General of Hokuriku Regional Development Bureau. Procurement agency number: 020. Location number: 15.

1. Procurement details:
(1) Classification codes 15, 28.
(2) Procurement subject and quantity: Manufacture of a complete set of trunk line digital terminal equipment for fiscal year 2026 (electronic bidding target case) (electronic contract target case).
(3) Specifications for the procurement subject are as described in the tender documents.
(4) Performance period: From the day after contract conclusion until March 19, 2027.
(5) Performance location: As described in the tender documents and special specifications.
(6) Bidding method: The successful bidder will be decided by a comprehensive evaluation method; bidders must submit documents related to performance, function, and technology for comprehensive evaluation (hereinafter referred to as "documents related to comprehensive evaluation of performance, etc."). The winning price will be the bid amount plus consumption tax and local consumption tax calculated by multiplying the tax rate, with fractions less than one yen truncated. Bidders must enter the bid amount excluding the consumption tax and local consumption tax regardless of tax status. The number of bidding rounds is limited to two in principle. If no successful bidder is decided within these rounds, the contract will not be converted to a discretionary contract based on the Budget and Accounting Act Article 99-2.

2. Electronic procurement system use: This case requires submission of qualification confirmation application and necessary certificates (including documents related to comprehensive evaluation) and bidding and contracting via the electronic procurement system. If unable to use the electronic procurement system, paper bidding and contracting methods apply. Electronic certificates usable are limited to those listed in the qualification notification or authorized for bidding.

3. Qualification requirements: Must not fall under Articles 70 and 71 of the Budget and Accounting Act. Must have Ministry of Land, Infrastructure, Transport and Tourism unified qualification for fiscal years 2025-2027 with Grade A, B, or C in "Manufacture" or "Sale" of electrical and telecommunications equipment in the Tohoku, Kanto-Koshinetsu, or Tokai-Hokuriku regions, and have electrical/telecommunications equipment as a business item. Additional documents required if under corporate reorganization or civil rehabilitation procedures. Must not be under suspension by the Director-General of Hokuriku Regional Development Bureau during the application to bid period. Must have obtained an electronic certificate for electronic bidding. Must not be excluded by police authorities as a gang-related or equivalent entity. Must have directly received the tender documents. Must prove delivery and installation performance as stated in the tender documents.

4. Tender documents distribution: From June 10, 2026 to July 31, 2026 excluding weekends and holidays, 9:00-17:00. Distributed via electronic procurement system or by CD-R media if electronic system unavailable.

5. Submission deadlines: Application documents by July 8, 2026 12:00; bid documents by July 31, 2026 17:00. Submission via electronic procurement system or paper method if approved.

6. Bid opening: August 3, 2026 10:00 at Hokuriku Regional Development Bureau bidding room. Language and currency: Japanese and Japanese yen only.

7. No bid or contract guarantee required.

8. Bidding invalid if missing required signatures or electronic certificate misuse.
