Tender Notice:
General competitive bidding is invited as follows. Date: June 10, 2026. Official in charge of disbursement: Mori Masahiro, Assistant Vice-Minister for Pharmaceutical Industry Promotion and Medical Information Management, Ministry of Health, Labour and Welfare. Procurement agency number: 017. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Project to verify and support the practical application of methods for grasping information on the supply of pharmaceuticals for fiscal year 2026.
(3) Specifications: According to the bidding documents and specifications.
(4) Performance period: From contract date until March 31, 2027.
(5) Performance location: Place designated by the official in charge of disbursement.
(6) Bidding method: Comprehensive evaluation bidding method. Bidders must submit a bid document stating the total price and a technical proposal describing concrete methods for implementation and quality assurance, plus other documents specified in the bidding documents. The winning bid price is calculated as the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down), so bidders must state 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
Those who fall under Article 70 or 71 of the Cabinet Order concerning Budget, Auditing and Accounting are disqualified. Other disqualifications include minors without consent, bankrupt persons without rehabilitation, persons who have obstructed fair competition, or have committed fraud, among others. Bidders must have certifications such as ISO/IEC27001 or JISQ27001 for information security management systems or Privacy Mark (JISQ15001), and ISO9001:2015 or CMMI level 3 or higher for quality management and organizational maturity. Bidders must not be pharmaceutical manufacturers, sellers, or database providers related to medical pharmaceuticals. Bidders must have no overdue social insurance premiums and must submit a pledge that they do not belong to organized crime groups. Bidders must not have received administrative penalties related to Ministry laws in the past year.
3. Submission of bidding documents:
Bidding documents can be obtained from the procurement portal or by mail/email upon request. Submission deadline is July 31, 2026.
4. Briefing session:
Online briefing on June 30, 2026, at 15:00 JST. Registration by email by June 29, 2026.
5. Bid opening:
August 14, 2026, at 15:00 JST at the Ministry of Health, Labour and Welfare office in Tokyo.
6. Contract language and currency:
Japanese and Japanese yen only.

7. No bid or contract guarantee required.

8. Bidders must submit qualification documents by July 29, 2026, and respond to inquiries if requested. Bids not meeting requirements or with false pledges will be invalid.
9. Award decision:
Based on comprehensive evaluation of proposals meeting minimum standards and within price limits. If the winning bidder is deemed unable to perform or would disrupt fair trade, the next highest evaluated bidder within price limits may be selected. Details in bidding documents.
