(1) Tender method: The bid price shall be a total price. The successful bid price will be the amount stated in the bid plus 10% of that amount (any fraction less than 1 yen will be truncated). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status. Electronic procurement system will be used; those unable to use it may request paper bids in advance. Eligibility: Must not fall under Articles 70 or 71 of the Cabinet Order on Budget, Auditing and Accounting. Minors or persons under guardianship may participate if consent is obtained. Must not be under suspension by the Ministry of Health, Labour and Welfare. Must have grade A, B, or C in product sales qualification for the Kanto-Koshinetsu region in the Ministry's unified qualification system. Must not have false statements in application documents. Must not have extremely poor management or credit. Other qualifications as determined by the official in charge.
