The following is a general competitive tender. Date: June 10, 2026. Independent Administrative Institution Environmental Restoration and Conservation Agency, Contract Officer Fukuyama Kenichi. Procurement agency number 589, location number 14.
1 Procurement details
(1) Item classification numbers 71, 27
(2) Procurement subject and quantity: Renewal and operation/maintenance of the Pollution Load Charge Collection and Review System
(3) Characteristics of the procurement subject: As per the tender specifications.
(4) Period: As per the tender specifications.
(5) Delivery location: As per the tender specifications.
(6) Tender method: The successful bidder will be decided by comprehensive evaluation method; bidders must submit a bid document stating the bid price (hereinafter 'bid document') and a proposal document regarding specific methods of business operation and quality assurance (hereinafter 'proposal document'). The bid price must be a total price including all expenses required for the work as stipulated in the implementation guidelines and specifications. Regardless of whether the bidder is a taxable or tax-exempt entity for consumption tax and local consumption tax, the amount corresponding to 100/110 of the estimated contract amount must be stated in the bid document. A detailed bid breakdown must be attached.
2 Eligibility for participation
(1) Persons not eligible to participate include those who lack the capacity to conclude contracts as stipulated in Article 4 of the Contract Handling Rules of the Independent Administrative Institution Environmental Restoration and Conservation Agency, those who have not regained rights after bankruptcy proceedings, and those listed in Article 32, Paragraph 1 of the Act on Prevention of Unjust Acts by Organized Crime Group Members.
(2) Persons who have competitive contract participation qualifications rated A, B, or C for service provision in fiscal years 2025, 2026, and 2027 (unified qualification for all ministries and agencies).
(3) Persons who have received the tender specifications.
(4) Persons who can pledge to exclude organized crime groups.
(5) Persons with no outstanding corporate tax or consumption tax payments.
(6) Persons with no outstanding labor insurance or welfare pension insurance premiums if applicable.
(7) Persons not involved in drafting the implementation guidelines.
(8) Persons who have completed or responded to all confirmation items of the personal information management status survey form as stipulated in Article 9, Item 9 of the Bidder's Code of Conduct (excluding non-applicable items).
(9) Persons able to conclude contracts regarding handling of personal information.
