1. Procurement details:
(1) Item classification number: 15.
(2) Contract subject: Manufacture of a set of equipment for performance improvement of the Naha Airport moving object monitoring system (electronic bidding applicable).
(3) Summary of fulfillment: Manufacture of all necessary equipment to improve the performance of the moving object monitoring system at Naha Airport. The moving object monitoring system is a device that monitors the position and height from the sea surface of ships navigating coastal waters to determine whether they interfere with the airport approach surface. Manufacturing details: 1) Surveillance camera devices (only L2SW procured), 2) Monitoring devices (main unit, display, video monitor, only L2SW procured), 3) Information management devices (procured), 4) Information display devices (procured), 5) Printer (one set procured), 6) AIS receiving devices (procured), 7) Radar-AIS integrated processing devices (procured), 8) Radar-AIS integrated display devices (procured). (4) Use of electronic procurement system: This project requires submission of application documents and bidding via the electronic procurement system. If electronic bidding is difficult, submission of a paper bidding participation consent form is required.
(5) Performance period: From the next business day after contract conclusion until December 28, 2027.
(6) Delivery location: As per specifications.
(7) Bidding method: The winning bid price is the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.

2. Qualification for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act.
(2) Must not fall under Article 71 of the same act.
(3) Must have Ministry of Land, Infrastructure, Transport and Tourism competitive participation qualification grade A for 'manufacture of goods' for fiscal years 2025-2027.
(4) Must not be subject to corporate reorganization or civil rehabilitation procedures unless necessary procedures to maintain qualification are completed.
(5) Must not be under suspension of nomination based on aviation bureau regulations.
(6) Must not be excluded by police authorities as organized crime affiliates.
(7) Must meet requirements including past manufacturing achievements as prime contractor of the moving object monitoring system or related equipment and have an established service system including emergency contact.
(8) Must have received the bidding explanatory documents or downloaded them from the electronic procurement system.
