Tender Notice:
The following is a general competitive tender. Date: June 11, 2026. National University Corporation Asahikawa Medical University President Yuji Nishikawa. Procurement agency number 415. Location number 01. Item 4-1 Procurement details:
(1) Item classification number 14.
(2) Subject and quantity of rental: Library system, one complete set.
(3) Characteristics of the procurement subject: As per the tender documents.
(4) Rental period: From March 1, 2027 to February 28, 2032.
(5) Rental location: Asahikawa Medical University.
(6) Tender method: Bidders must state a unit price per month. The winning bid price will be the amount stated in the bid plus an additional 10% of that amount; therefore, bidders must state in the bid an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Articles 4 and 5 of the Asahikawa Medical University contract regulations. Minors, persons under conservatorship or assistance with necessary consent may be applicable under special reasons.
(2) Must have A, B, or C grade qualification for 'service provision etc.' in the Hokkaido region for fiscal 2026 under the national unified qualification system.
(3) Those intending to rent the items to third parties must prove ability to rent the items themselves and to third parties, and demonstrate a maintenance system for the rented items.
(4) Must not be under suspension of transactions by the university president. Date: Thursday, June 11, 2026 (Official Gazette No. 3).

4. Other:
(1) Language and currency for contract: Japanese and Japanese yen.
(2) Bid and contract guarantees: exempted.
(3) Required documents: Bidders must submit sealed bids with documents proving ability to rent the items by the bid receipt deadline. Bidders must respond to explanations requested by the president before bid opening.
(4) Invalid bids: Those from ineligible bidders or those failing obligations per tender documents.
(5) Contract document required.
(6) Award method: The president will award to the bidder judged capable of renting the items and who submits the lowest valid bid within the price limit set by university regulations.
