The following is subject to open competitive bidding. Date: June 11, 2026. (2) Project name: Research and requirements definition services and related tasks for the next-next renewal of the Hello Work system.
(3) According to the specification bidding documents.
(4) Contract period: From contract signing date to March 31, 2028.
(5) Bidding method: The bid price shall be a total price. The successful bidder will be selected by a comprehensive evaluation method, so documents related to performance, functions, and technology must be submitted. The winning price will be the bid price plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Articles 70 and 71 of the Budget and Accounting Regulations. Minors or persons under guardianship with necessary consent are excluded.
(2) Must have Grade A rating for 'Provision of Services' in the Ministry of Health, Labour and Welfare's unified qualification for fiscal years 2025-2027.
(3) Must not have false statements in qualification application.
(4) Must not have extremely poor management or credit status.
(5) Must have no unpaid labor insurance, pension, health insurance, seamen's insurance, or national pension premiums in the past two years.
(6) Must not be suspended from bidding by the Ministry of Health, Labour and Welfare.
(7) Must meet other qualifications designated by the responsible officer based on Article 73 of the Budget and Accounting Regulations.
