Tender Notice:
The following general competitive tender is announced. Date: June 11, 2026. Obligating officer: Soichiro NAITO, Deputy Commissioner of the Immigration Services Agency. Procurement agency number: 013. Location number: 13.
1. Procurement content:
(1) Item classification numbers 14, 71, 27.
(2) Specific services and quantities: Update work etc. of equipment for the Immigration Management Personal Identification System for fiscal year 2026.
(3) Specifications: According to the tender explanation documents and specifications.
(4) Fulfillment deadline: As specified in the specifications.
(5) Fulfillment location: Location designated by the Deputy Commissioner of the Immigration Services Agency.
(6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status.

(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have Grade A or B in manufacturing, sales, or service provision under the Ministry of Justice unified qualification for fiscal years 2025-2027.
(4) Must have qualifications designated by the obligating officer under Article 73 of the Cabinet Order. Submission location and inquiries: Immigration Services Agency, General Affairs Division, Budget Section 2, 1-1-1 Kasumigaseki, Chiyoda-ku, Tokyo 100-8973. Bid submission deadline: July 31, 2026, 17:00. Bid opening: August 3, 2026, 15:00 at the Immigration Services Agency bidding room and electronic procurement system. Language and currency: Japanese and Japanese yen. No bid or contract guarantee required. Participants must submit documents required for comprehensive evaluation by the deadline. Only those recognized as capable of performing the work will be allowed to participate. Explanation may be requested for submitted documents. Bids by ineligible parties or violating conditions will be invalid. Contract document required. Winner selection: Based on comprehensive evaluation within the price limit specified by the Budget, Auditing and Accounting Order and meeting all performance requirements in the tender documents.
