Tender Notice:
The following general competitive tender is announced. Date: June 12, 2026. National Health Insurance Association, Director KITAGAWA Hiroyasu. Procurement agency number: 427. Location number: 13.

1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and planned quantity: Comprehensive application development, infrastructure construction, and maintenance services for Kenpo App Version 1.
(3) Specifications: According to the specification documents.
(4) Contract period: According to the specification documents.
(5) Delivery location: Locations designated by the National Health Insurance Association.
(6) Bidding method: The successful bidder will be determined by comprehensive evaluation bidding method; bidders must submit a bid form with the bid amount and a proposal. The bid amount must be stated excluding tax regardless of tax status.

2. Eligibility criteria:
(1) Must not fall under disqualifications per the National Health Insurance Association accounting rules Articles 30 and 31.
(2) Must have the Ministry of Health, Labour and Welfare competitive participation qualification grade A for 'service provision' in the Kanto-Koshinetsu region for fiscal years 2025-2027.
(3) Must be recognized as capable of reliably performing the contract.
(4) Must not have false statements in application or attachments.
(5) Must not have severely deteriorated management or credit status.
(6) Must not have damage claims from the National Health Insurance Association.
(7) Must not be under suspension of participation qualification by the Association.
(8) Must have no unpaid insurance premiums for the past year as specified.
(9) Must have privacy mark certification or ISMS/ISO/IEC27001/JISQ27001 certification or equivalent personal information handling standards. Must have quality assurance certification such as ISO 9001:2015 or CMMI level 3 or equivalent quality management system. Bidders must submit a pledge confirming no ties to organized crime groups; failure or false pledge invalidates the bid. Must have no administrative penalties from the Ministry of Health, Labour and Welfare in the past year except corrected labor law violations. Must not be publicly listed for illegal long working hours or karoshi-related issues. Must meet other eligibility criteria in the bidding documents.
