1. Items subject to competitive bidding
(1) Classification codes: 71, 27
(2) Project name: Comprehensive Services for Integrated Operation Monitoring and Application Program Maintenance of the Hello Work System (starting operation in fiscal year 2027)
(3) Specifications: According to the tender explanation documents.
(4) Contract period: From contract signing date to March 31, 2031
(5) Tender method: The bid price shall be a total price. The successful bidder will be decided by a comprehensive evaluation bidding method, so documents related to performance, functions, and technology must be submitted. Furthermore, the successful bid price will be the bid amount plus 10% of that amount (any fraction less than 1 yen will be truncated). Bidders must enter in the bid form an amount equivalent to 110% of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.
2. Eligibility for participation
(1) Must not fall under Articles 70 and 71 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions.
(2) Must have Grade A in the Ministry of Health, Labour and Welfare competitive participation qualification (unified qualification across all ministries) for "Offer of services etc." for fiscal years 2025, 2026, and 2027.
(3) Must be recognized as not having false statements in the qualification examination application.
(4) Must be recognized as not having extremely deteriorated management or credit status.
(5) Must have no unpaid labor insurance, welfare pension insurance, National Health Insurance Association health insurance, seamen's insurance, or national pension premiums for the past two years before the bid submission deadline.
(6) Must not be subject to suspension of designation by the Ministry of Health, Labour and Welfare.
(7) Must have other qualifications determined by the disbursement officer based on Article 73 of the Cabinet Order.

4. Use of electronic procurement system
This tender will be conducted using the electronic procurement system. Those unable to use the electronic system may request in writing to the disbursement officer to use paper bidding.
5. Others
(1) Language and currency used in this tender and contract: Japanese and Japanese currency.
(2) Bid and contract guarantee deposits are exempted.
(3) Requirements for bidders: Those wishing to participate must submit documents proving eligibility by August 5, 2026 at 17:00 to the address in 3(1). They must also submit a pledge stating they do not belong to organized crime groups. Bidders must respond if explanations are requested by the disbursement officer.
(4) Postal bids must arrive by the deadline and be sent by registered mail to the address in 3(1). Responsibility for non-arrival lies with the participant. Include contact details of the responsible person.
(5) Invalid bids: Bids from ineligible participants or those who fail to fulfill obligations or violate conditions will be invalid.
(6) Contract document preparation is required.
(7) Method of deciding the successful bidder: Within the price limit set by the Cabinet Order Article 79, among bidders meeting all mandatory requirements specified in the tender documents, the successful bidder will be decided by the comprehensive evaluation bidding method.

(5) 入札方法入札金額は総価とする。落札者の決定に当たっては、総合評価落札方式をもって行うので、提案に係る性能、機能、技術等に関する書類を提出すること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。) をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載し入札すること。
2 競争参加資格
(1) 予算決算及び会計令(以下「予決令」という。)第70条及び第71条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であっても、契約締結のために必要な同意を得ている者は除くものとする。
(2) 令和07・08・09年度厚生労働省競争参加資格(全省庁統一資格) 「役務の提供等」で「A」 等級に格付けされている者であること。
(3) 資格審査申請書に虚偽の事実を記載していないと認められる者であること。
(4) 経営の状況又は信用度が極度に悪化していないと認められる者であること。
(5) 労働保険及び厚生年金保険・全国健康保険協会管掌健康保険・船員保険又は国民年金の未適用及びこれらに係る保険料の滞納がないこと(入札書提出期限の直近2年間の保険料の滞納がないこと。)
(6) 厚生労働省から指名停止の措置を受けている者でないこと。

4 電子調達システムの利用本案件は、電子調達システムで行う。なお、 電子調達システムにより難い者は、支出負担行為担当官に書面により申し出た場合に限り、紙入札方式に代えることができる。
5 その他
(1) 本入札及び契約手続において使用する言語及び通貨日本語及び日本国通貨。
(2) 入札保証金及び契約保証金免除。
(3) 入札者に要求される事項この一般競争入札に参加を希望する者は、令和8年8月5日午後5時00分までに上記2の競争参加資格を有することを証明する書類を上記3(1)まで提出すること。 また、入札に参加を希望する者は、上記確認書類と併せて暴力団等に該当しない旨の誓約書を提出しなければならない。 入札者は、支出負担行為担当官から当該書類に関し説明を求められたときは、それに応じなければならない。
(4) 郵送による入札郵送(書留郵便に限る。) による提出の場合は、上記3(1)宛てに入札書の受領期限までに到着するよう送付しなければならない。なお、未着の場合、その責任は参加者に属するものとする。郵送の場合、担当者の職氏名及び連絡先を明記すること。
(5) 入札の無効本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札の条件に違反した者の入札書は無効とする。
(6) 契約書作成の要否要。
(7) 落札者の決定方法予決令第79条の規定に基づいて作成された予定価格の制限の範囲内であり、入札説明書で指定する性能、機能等の要件のうち、必須とした項目について基準をすべて満たしている提案をした入札者の中から、入札説明書で定める総合評価落札方式の方法をもって落札者の決定をする。
