Tender Notice:
The following general competitive tender is announced. This case is subject to submission of certificates for qualification confirmation, bidding, and contracting via the electronic procurement system (GEPS). Date of expenditure commitment: June 12, 2026. Officer in charge: Kazuya IMAI, Director General of Administration Department, Japan Meteorological Agency. Procurement agency number: 020. 1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Production, installation, adjustment, and maintenance of seismic waveform data collecting and distributing system, 1 set (subject to electronic procurement system).
(3) Characteristics of the procurement subject: as per specifications.
(4) Delivery deadline: as per specifications.
(5) Performance location: as per specifications.
(6) Bidding method: The successful bidder will be decided by comprehensive evaluation; therefore, documents regarding performance, functions, and technology must be submitted. The total price includes all expenses required for delivery of the subject in 1(2). The successful bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status.
(7) Use of electronic procurement system (GEPS): This case requires submission of application documents, bidding, and contracting via GEPS. If GEPS use is difficult, paper bidding and contracting methods can be used by submitting participation and consent forms.
2 Qualification for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Order. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Order.
(3) Must have Grade A or B rating in manufacturing, sales, or service provision under the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for fiscal years 2025-2027 and have qualification for the Kanto-Koshinetsu region.
(4) Regardless of grade, must meet unified standards for expanding bidding opportunities for technically capable SMEs as decided by the government procurement electronicization promotion council.
(5) Must have qualifications determined by the officer in charge of expenditure commitment. (Details in bidding instructions.)
(6) Must have received the bidding instructions.
(7) Must not be under exclusion requests from police authorities regarding organized crime groups.
(8) Must not be under suspension by the Japan Meteorological Agency.

(3) Requirements for bidders: (a) Those wishing to participate via electronic procurement system must prepare specification data based on bidding instructions and submit by the deadline via the system. (b) Those wishing to participate by paper bidding must prepare specification documents and submit with necessary certificates by the deadline. In either case, bidders must respond to requests for explanation from the contracting officer before the bid opening date.
(4) Invalid bids: Bids by unqualified participants, bids violating conditions, or those failing obligations will be invalid.
