Tender Notice:
The following general competitive tender is announced. Date: June 12, 2026. Responsible official for disbursement: Katsutoshi NAGASHIMA, Director General, Statistics Bureau, Ministry of Internal Affairs and Communications. Procurement agency number: 012. Location number: 13.
1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Complete contract for replacement of the Statistics Library System and its operation and maintenance.
(3) Characteristics of the procurement subject: As per the specifications.

(6) Tender method: The bid amount shall be entered as a total price. The winning bid price will be the amount entered plus 10% of that amount; bidders must enter an amount equivalent to 100/110 of their estimated price regardless of tax status.
2 Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act, except minors or persons under guardianship with necessary consent.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must be rated A, B, or C in information processing or software development for service provision in the Kanto-Koshinetsu region under the Ministry of Internal Affairs and Communications unified qualification for FY 2025-2027.
(4) Must have qualifications designated by the responsible official for disbursement under Article 73 of the Budget, Auditing and Accounting Act; details in the tender documents.
(5) Must not be controlled by or equivalent to organized crime groups.
