1. Procurement Details

(6) Bidding Method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in their bid the amount equivalent to 100/110 of their estimated contract price regardless of tax status. The number of bidding rounds is limited to two. If no winner is decided within these rounds, the contract will not shift to a discretionary contract based on Article 99-2 of the Budget Auditing and Accounting Act.
(7) Use of Electronic Procurement System (GEPS): This is a target project for submission of qualification documents, bidding, and contracting via the electronic procurement system. If electronic submission is difficult, paper bids must be submitted. Users must carefully follow the operation manual to avoid errors.
2. Qualification for Participation
(1) Must not fall under Articles 70 and 71 of the Budget Auditing and Accounting Act.
(2) Must have Ministry of Land, Infrastructure, Transport and Tourism unified qualification grade A, B, or C for service provision in the Tohoku region.
(3) Companies under corporate reorganization or civil rehabilitation must have requalification.
(4) Must not be under suspension of nomination by the Director-General of Tohoku Regional Development Bureau during the period from application submission to bid opening.
(5) Must have submitted application documents prepared based on the tender documents obtained directly via the specified methods.
(6) Must not be under exclusion requests from police authorities as organizations substantially controlled by gang members.
(7) Application timing and location are as published in the Official Gazette dated March 31, 2026.
(8) Must prove experience as specified in the tender documents.

(4) Invalid bids: Those from unqualified bidders, those violating conditions, failing obligations, not receiving tender documents, false statements, or misuse of electronic certificates will be invalid.
(5) Contract document creation is required.
(6) Winner determination: Lowest valid bid within the set price limit, with provisions for rejecting bids that may cause improper contract performance or unfair trade disruption. Price investigations and adjustments apply if bids fall below investigation standard prices.
