2. Eligibility for participation:
(1) Not disqualified due to bankruptcy or inability to contract.
(2) Must be rated A, B, or C in the 2027 fiscal year Kanto-Koshinetsu region for 'service provision' under the national unified qualification.
(3) Those intending to lease the goods to third parties must prove capability to lease themselves and to third parties, and have a maintenance system in place.
(4) Not under suspension from transactions by the Secretariat Director.
(5) Must prove permission for medical device leasing under the Pharmaceutical and Medical Device Act.
