Tender Notice:
The following general competitive tender is announced as follows. Date: June 15, 2026. Responsible officer for expenditure commitment: Hiroyuki KAJIMOTO, Director of Development Administration Department, Hokkaido Regional Development Bureau. Procurement agency number: 020. Location number: 01. Development Account No. 12.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Snow removal equipment information management system software update and related works (electronic bidding target case) (electronic contract target case).
(3) Specifications: According to the tender documents.
(4) Fulfillment deadline: March 26, 2027.
(5) Fulfillment location: According to the tender documents.
(6) Bidding method: Conducted as a lump sum. The successful bid price will be the amount stated in the bid plus 10/100 of that amount (if there is a fraction less than 1 yen, it will be rounded down). Bidders must submit bids corresponding to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of electronic procurement system: This case is subject to submission of application documents, bidding, and contracting via the electronic procurement system. If difficult, paper bid and contract procedures may be submitted.
2. Eligibility for competition:
(1) Must not fall under Articles 70 and 71 of the Budget Auditing and Accounting Order.
(2) Must have grade A, B, or C qualification for service provision in the Hokkaido region for fiscal years 2025-2027 by the Ministry of Land, Infrastructure, Transport and Tourism.
(3) Must not be under corporate reorganization or civil rehabilitation procedures except those who submitted documents based on the public notice dated March 31, 2026.
(4) Must have qualifications designated by the obligating officer under Article 73 of the Budget Auditing and Accounting Order.
(5) Must not be under suspension of nomination by the Director-General of the Hokkaido Regional Development Bureau between application receipt and bid opening. Additional conditions include exclusion of entities controlled by organized crime groups. Bidders must have downloaded the tender documents directly from the electronic procurement system or received them from the obligating officer. Submission locations, contract terms, and contact details are provided. Tender documents are distributed via the electronic procurement system with notification emails. Deadlines for submission of application documents and bids are July 17, 2026, 14:00 and August 18, 2026, 14:00 respectively. Bid opening is August 20, 2026, 10:00 at the 15th floor tender announcement room of the Hokkaido Regional Development Bureau. Language and currency used are Japanese and Japanese yen. No bid or contract guarantee is required. Bidders must respond to any requests for explanation from the obligating officer before bid opening. Invalid bids include those from ineligible bidders, false statements, or failure to fulfill obligations. Contract documents are required. The successful bidder is the lowest valid bid within the price limit based on the Budget Auditing and Accounting Order Article 79, with provisions for selecting the next lowest bidder if necessary.
