Tender Notice:
The following general competitive tender is announced. Date: June 16, 2026. Officer in charge of disbursement: Kuniharu TANABE, Counsellor of the Accounts Division, Digital Agency. Procurement agency number: 027. Location number: 13.
1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Additional development work related to the Public API Gateway for fiscal year 2026, one set.
(3) Specifications for the procurement subject: According to the tender documentation.
(4) Fulfillment deadline: According to the tender documentation.

(6) Tender method: The successful bidder will be determined by a comprehensive evaluation method; therefore, bidders must submit a technical proposal as indicated in the tender documentation. The winning price will be the bid price plus 10% of that amount (fractions less than one yen will be truncated). Bidders must state in their bid the amount equivalent to 100/110 of the estimated contract amount regardless of their tax status.
(7) Use of electronic procurement system: This case is subject to the electronic bidding function of the Government Electronic Procurement (GEPS) system. Those unable to bid electronically may use the paper bidding method as specified in the tender documentation.
2 Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act, except minors or persons under guardianship who have obtained necessary consent.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must be rated A, B, C, or D in the unified qualification for services provision for fiscal years 2025, 2026, and 2027.
(4) Must not be under suspension from contracts related to goods or services by the Digital Agency or other ministries.
(5) Must have qualifications as determined by the officer in charge of disbursement based on Article 73 of the Budget, Auditing and Accounting Act. Bid submission deadline: July 29, 2026, 12:00 (must arrive by this date if mailed). Bid opening: July 30, 2026, 14:00 at the Digital Agency bidding room. Language and currency for bidding and contracts: Japanese and Japanese yen. Bid and contract guarantees are exempted. Bidders wishing to participate by paper must submit sealed bids with required documents by the deadline. Electronic bidders must submit bid data via the GEPS system by the deadline. Bidders must respond to any explanation requests from the officer in charge. Invalid bids include those from ineligible bidders or those who fail to fulfill obligations. Contract document preparation is required.
5 Method of selecting the successful bidder:
Among bidders who submit bids within the price limit based on Article 79 of the Budget, Auditing and Accounting Act and meet all mandatory criteria specified in the tender documentation, the successful bidder will be selected by the comprehensive evaluation method defined in the tender documentation.
