Tender Notice:
The following is announced for open competitive bidding. Date: June 16, 2026. Independent Administrative Institution National Institute of Technology Headquarters, Contract Officer Director General Nagata Akihiro. Procurement agency number 593, location number 13.
1. Procurement content:
(1) Item classification numbers 71, 27
(2) Comprehensive setup of unified network system for borrowed equipment at Kosen
(3) Specifications and other details are according to the bidding instructions.
(4) Borrowing period: from contract signing date until March 31, 2033.
(5) Performance location: designated by the contract officer.
(6) Bidding method: The successful bidder will be determined by comprehensive evaluation bidding method; bidders must submit documents for comprehensive evaluation. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under the provisions of Articles 4 and 5 of the Contract Handling Regulations of the National Institute of Technology.
(2) Must be rated A, B, or C in the 2026 national unified qualification for service provision.
(3) Must prove a system for rapid after-service.
(4) Must have qualifications designated by the contract officer under Article 6 of the Contract Handling Regulations.
(5) Must not be under suspension of transactions by the contract officer.
3. Submission location and inquiries:

(4) Bid opening date and location: October 5, 2026, 14:00, National Institute of Technology Headquarters meeting room.
4. Other:
(1) Language and currency for contract procedures: Japanese and Japanese yen.
(2) Bid and contract guarantees are exempted.
(3) Requirements for bidders: Those wishing to participate must submit sealed bids with documents for comprehensive evaluation and proof of capability to perform the specified services or equivalent, and for those competing with equivalent goods, proof that the goods are equivalent and product samples by the bid deadline. Bidders must respond to explanations requested by the contract officer before bid opening.
(4) Invalid bids: Bids from ineligible participants or those failing obligations will be invalid.
(5) Contract document preparation is required.
(6) Successful bidder selection: Among bidders judged capable of delivering the specified goods and meeting minimum requirements within the estimated price limit, the contract officer will select the winner by comprehensive evaluation. If the winning bidder's price or conduct is deemed inappropriate, the next ranked bidder within the price limit will be selected.
(7) No negotiation in procedures.
