Tender Notice:
The following general competitive bidding is announced. Date: June 18, 2026. Official in charge of disbursement: Wataru SUDA, Counsellor (Accounting), Minister's Secretariat Ministry of Agriculture, Forestry and Fisheries. Procurement agency number: 018. Location number: 13.

1. Procurement details:
(1) Item classification number: 72.
(2) Subject and quantity: FY2026 Survey and Research Program on Problem-Solving Processes Utilizing AI (Prototype phase: AI×Hackathon) 1 set (subject to electronic bidding and electronic contract methods).
(3) Specifications: According to the bidding instructions.
(4) Performance period: From contract signing date until March 31, 2027.
(5) Performance location: According to bidding instructions and specifications.
(6) Bidding method: The successful bidder will be determined by comprehensive evaluation bidding method; bidders must submit documents related to performance, functions, and technology (hereinafter "documents for comprehensive evaluation"). The bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.

2. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting.
(2) Must not fall under Article 71 of the same order.
(3) Must be rated A, B, C, or D in the Ministry of Agriculture, Forestry and Fisheries unified qualification for FY2025-2027 for "Provision of services, etc."
(4) Must have qualifications determined by the official in charge of disbursement based on Article 73 of the Budget, Auditing and Accounting Order.
(5) Must not be under suspension based on the Ministry's suspension measures for manufacturing, purchasing, or service contracts.
(6) Other qualifications as per bidding instructions.

3. Use of electronic procurement system (GEPS): This is an electronic bidding and contracting case. Those unable to use the system may request paper bidding.

(3) Bidders must submit sealed bids with documents for comprehensive evaluation by the deadline. Bidders must respond to explanations requested by the official in charge before bid opening; failure to do so will disqualify the bid.
(4) Invalid bids: those without eligibility, with false statements in evaluation documents, or violating bid conditions.
(5) Contract document required.
(6) Successful bidder determined by comprehensive evaluation of performance, function, and technology meeting minimum requirements within the price limit set by the official. If the successful bidder is deemed unable to perform or contract would disrupt fair trade, the next highest evaluated bidder within price limits may be selected.
