The following general competitive tender is announced. Date: June 18, 2026. Contracting officer: Takuya HASHIMOTO, Director of the Procurement Division, National Institute of Advanced Industrial Science and Technology. Procurement agency number: 808. Location number: 08. Procurement number: 45.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Comprehensive maintenance of software for high-frequency circuit simulator.
(3) Characteristics of the procurement subject: According to the tender documents and specifications.
(4) Performance period: August 20, 2026 to March 31, 2027.
(5) Performance location: As specified in the tender documents.
(6) Tender method: The subject in 1(2) will be tendered. The winning bid price will be the bid amount plus 10% of that amount (any fraction less than one yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under disqualification provisions of Articles 7 and 8 of the contract handling rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C under the qualification screening rules for service provision.
(3) Those with equivalent qualifications under the unified government qualification are considered as having the same rating.
(4) Must not be under suspension of designation based on the institute's contract suspension rules during the period from this notice to bid opening.
(5) Technologically capable small and medium enterprises meeting certain criteria may participate regardless of rating. Application timing and place for participation qualifications are as published in the Official Gazette dated January 6, 2025. Submission place for bid forms, contract terms, tender documents, and inquiries: National Institute of Advanced Industrial Science and Technology, Tsukuba Center, 1-1-1 Higashi, Tsukuba City, Ibaraki 305-8561, Procurement Department, 3rd floor, Building 1 Group 1, contact: Yonekawa Daiki, phone 050-3522-3383. Tender documents available from June 18 to July 2, 2026. No briefing session will be held. Deadline for submission of qualification documents: July 16, 2026, 12:00. Deadline for bid submission: August 4, 2026, 17:00 (must arrive by mail). Bid opening: August 5, 2026, 15:00 at the same location. Language and currency for contract procedures: Japanese and Japanese yen. Bid and contract guarantees are exempted. Bidders must submit sealed bids by the deadline and respond to any explanations requested by the contracting officer before bid opening. Bids from ineligible participants or those failing obligations will be invalid. Contract document preparation is required. The successful bidder will be the one judged acceptable by the institute and offering the lowest valid bid within the price limit. Details are in the tender documents.
