Tender Notice:
The following general competitive tender is announced. Date: June 22, 2026. Contract Officer: Kenji Kii, The Obligating Officer Director-General, Administration Bureau, National Institute of Technology Toba College. Procurement Agency Number: 593. Location Number: 24. Item 1: Procurement Details:
(1) Product Classification Number: 14
(2) Purchase Subject and Quantity: Complete setup of a high-performance GPU-equipped on-premises LLM platform for a new education and research platform in the generative AI era.
(3) Characteristics of the procurement subject: As described in the bidding documents.
(4) Delivery Deadline: March 31, 2027.
(5) Delivery Location: National Institute of Technology Toba College.
(6) Bidding Method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for Participation:
(1) Must not fall under Articles 4 and 5 of the National Institute of Technology Contract Handling Regulations. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must have Grade A, B, or C qualification in the Tokai-Hokuriku region for fiscal years 2025, 2026, and 2027 in the category of 'sales of goods' under the national unified qualification system.
(3) Must prove a system for rapid after-sales service and maintenance for procured or rented goods.
(4) Must have qualifications specified by the Contract Officer under Article 6 of the Regulations.
(5) Must not be under suspension of business orders by the Contract Officer.
4. Other:
(1) Language and currency for contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantees are exempted.
(3) Bidders wishing to participate must submit sealed bid forms with documents proving capability to deliver the goods by the deadline. Bidders must respond to inquiries from the Contract Officer regarding these documents before the bid opening date.
(4) Invalid bids include those from ineligible bidders or those failing obligations.
(5) Contract document preparation is required.
(6) Award method: The Contract Officer will award the contract to the lowest valid bid within the estimated price range from bidders judged capable of delivering the goods.
(7) No negotiation in the procedure.
