The Incorporated Administrative Agency Urban Renaissance Agency hereby announces an open competitive tender as follows. Date: June 23, 2026. Procuring Entity: Hiroyuki TAHARA, Director of the General Affairs Department. Procurement Number: 599. Location Number: 14.
1. Procurement Details:
(1) Classification codes 71, 27.
(2) Subject and quantity: Comprehensive support services for the review and formulation of the future framework for company-issued smartphones.
(3) Specifications as per the specification documents.
(4) Contract period: From October 1, 2026, to September 30, 2028.
(5) Place of performance: As specified in the specification documents.
(6) Bidding method: The successful bidder will be determined by a comprehensive evaluation method; bidders must submit documents for comprehensive evaluation. The bid price will be calculated by adding 10% of the bid amount to the bid amount (rounded down to the nearest yen if there is a fraction less than one yen). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of consumption tax status.
2. Eligibility for Participation:
(1) Must not fall under Articles 331 and 332 of the Urban Renaissance Agency's accounting rules.
(2) Must not be under suspension of nomination by the Agency.
(3) Must not be controlled by organized crime groups or equivalent.
(4) Must not be the contractor or related companies of the specified business named "Support for CIO" awarded to PwC Consulting LLC.
(5) Must have qualification for "service provision" category as of the bid opening date in the 2025 and 2026 qualification screening for the Eastern Japan district procurement.
(6) Other qualifications as per the bidding documents.

(1) Language and currency: Japanese and Japanese yen.
(2) Bid and contract guarantees: exempted.
(3) Bidders must submit sealed bids with qualification certificates and comprehensive evaluation documents by the deadline and respond to any requests for explanation before bid opening. Only bids passing technical review will be considered.
(4) Invalid bids: bids from ineligible bidders or those failing obligations will be invalid.
(5) Contract document required.
(6) Award method: Among bidders offering prices within the estimated price limits and meeting all mandatory performance requirements, the winner will be selected by comprehensive evaluation as specified in the bidding documents.
