The following general competitive tender is announced. 1. Procurement Details:

(6) Bidding Method: 1) The bid price shall be a total price including all costs related to delivery. 2) The successful bid price will be the amount stated in the bid plus 10% of that amount; bidders must state in the bid the amount equivalent to 100/110 of their estimated contract price regardless of tax status.

Applicants must meet all of the following as of the eligibility confirmation application deadline, and must not lose eligibility before contract award:
(1) Not subject to disqualification under Article 6 of the East Nippon Expressway Company Limited Contract Regulations Implementation Rules (2005 Rule No.16).
(2) No transaction suspension measures from East Nippon Expressway Company Limited during the period from eligibility confirmation to contract award.
(3) No capital or personnel relationships among bidders during the same period.
