The following general competitive tender is announced. This procurement is subject to a quotation utilization method where bidders must submit estimates for items designated by East Nippon Expressway Company Limited before bidding; these estimates are used to set contract price limits. 2. Eligibility for Participation: Applicants must meet all of the following as of the eligibility confirmation application deadline, and must not lose eligibility before contract award:
(1) Not subject to disqualification under Article 6 of the East Nippon Expressway Company Limited Contract Regulations Implementation Rules (2005 Rule No.16).
(2) No transaction suspension measures from East Nippon Expressway Company Limited during the period from eligibility confirmation to contract award.
(3) No capital or personnel relationships among bidders during the same period.
