Tender Notice:
The following is subject to open competitive bidding. Date: June 26, 2026. Procuring entity: National University Corporation Niigata University, Chancellor Toshiyuki Someya.
(1) Item classification numbers: 22, 31.
(2) Procurement subject and quantity: Complete patient vital information monitor system.
(3) Characteristics of the procurement subject: As described in the bidding instructions.
(4) Delivery deadline: February 26, 2027.
(5) Delivery location: Niigata University Medical and Dental Hospital.
(6) Bidding method: The successful bidder will be determined by comprehensive evaluation bidding method; bidders must submit documents related to performance, functions, and technology (hereinafter "documents for comprehensive evaluation"). The bid price will be the amount stated in the bid plus 10% of that amount (fractions less than one yen will be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status.
2. Eligibility for participation:
(1) Must not fall under Article 3 or 4 of the National University Corporation Niigata University Contract Handling Regulations; minors or persons under guardianship with necessary consent are exceptions.
(2) Must have A, B, or C grade in "sales of goods" for the Kanto-Koshinetsu region in the 2026 fiscal year under the national unified qualification system.
(3) Must prove a system for prompt after-sales service and maintenance.
(4) Must prove permission to sell medical devices under the Pharmaceutical and Medical Device Act.
(5) Must have qualifications designated by the university president under Article 5, Paragraph 2 of the Contract Handling Regulations.
(6) Must not be under transaction suspension by the university president.

Bid opening: August 28, 2026, 15:00, same location as briefing.
4. Other: Language and currency for contract:
Japanese and Japanese yen. Bid and contract guarantees are exempted. Bidders must submit sealed bids with documents proving ability to deliver the goods by the deadline. Bidders must respond to explanations requested by the president before bid opening. Invalid bids include those from ineligible bidders or those failing obligations. Contract documents are required. The successful bidder will be selected by comprehensive evaluation based on performance, functions, and technology meeting minimum requirements within the estimated price limit.
