2. Qualification for participation:
(1) Must not fall under Articles 3 and 4 of the Tokai National Higher Education and Research System contract handling regulations.
(2) Must be rated A, B, or C grade in the 2026 fiscal year for 'sales of goods' in the Tokai-Hokuriku region under national or Tokai National Higher Education and Research System competition qualifications.
(3) Must prove a system for rapid after-sales service and maintenance for the purchased goods.
(4) Must have qualifications designated by the Director under Article 5 of the contract handling regulations.
(5) Must not be under suspension of transactions by the Director.
