Tender Notice:
The following general competitive tender is announced. Date: June 26, 2026. Responsible officer: Yoshihiro Masui, Director, National Hospital Organization Shizuoka Medical Center. Procurement agency number: 597. Location number: 22. No. 07001.
1. Procurement details:
(1) Item classification number: 71.
(2) Subject and quantity: Comprehensive system engineering (SE) services for operation and management of medical information system.
(3) Specifications: According to the tender explanatory documents and specifications.
(4) Fulfillment period: From December 1, 2026 to November 30, 2028.
(5) Fulfillment location: National Hospital Organization Shizuoka Medical Center.
(6) Tender method: The bid amount shall include all costs necessary to perform the subject described in
(2) during the fulfillment period defined in (4). The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Article 5 of the National Hospital Organization Contract Handling Regulations. Minors or persons under guardianship with necessary consent may be exceptions under special reasons.
(2) Must not fall under Article 6 of the same regulations.
(3) Must have Ministry of Health, Labour and Welfare unified qualification grades A, B, C, or D for service provision in the Tokai-Hokuriku region.
(4) Must have qualifications designated by the responsible officer under Article 4 of the regulations.
3. Submission details:

(3) Bid submission deadline: August 17, 2026, 12:00 noon.
(4) Bid opening date and location: August 18, 2026, 11:00 am, Meeting Room 4 at the hospital. Others:
(1) Language and currency for contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantees are exempted.
(3) Bidders must submit sealed bids with documents proving capability to perform the subject by the deadline. Bidders must respond to explanations requested by the responsible officer before bid opening.
(4) Bids from ineligible bidders or those failing obligations will be invalid.
(5) Contract document preparation is required.
(6) Award method: The lowest valid bid within the price limit set by regulations will be awarded, with provisions to select the next lowest bidder if the lowest is deemed unsuitable.
