2. Eligibility for Participation
(1) Must not fall under any of the following disqualifications:
a. Persons lacking the capacity to conclude the contract or bankrupt persons not yet rehabilitated, except those with necessary consent.
b. Persons who have committed certain misconducts within the past 2 years, including intentional poor workmanship, fraud, obstruction of fair competition, or causing damage to the company.
c. Persons indicted for bribery or bid-rigging related to public contracts within the past year.
d. Persons under corporate reorganization or civil rehabilitation procedures, except those with completed procedures.
e. Persons recognized as antisocial forces or related entities.
(2) Must be recognized as qualified by Japan Post Bank Co., Ltd. or have the Ministry of Internal Affairs and Communications unified qualification.
3. Obligations for Bidders
Applicants must submit documents specified in the tender documents by August 17, 2026, 10:30 AM to the address in section 5. Only those recognized as capable of fulfilling the contract will be eligible to bid. Explanations may be requested.
4. Briefing Session
Held in writing on July 14, 2026. Attendance requests must be submitted by July 13, 2026, 10:30 AM.

(1) Invalid bids include those not meeting participation requirements or violating bid conditions.
(2) Language and currency for contract procedures: Japanese and Japanese currency only.
(3) Bid and contract guarantees are exempted.
(4) Contract document preparation is required.
(5) Submission of Japan Post Bank Co., Ltd. vendor qualification application is required for those not yet qualified; late submission may miss this bid.
(6) Electronic bidding system input method: The winning bid price will be the input amount plus 10% of that amount (rounded down to the nearest yen). Bidders must input 100/110 of the estimated contract amount regardless of tax status.
(7) Method of awarding: Among bidders meeting all mandatory requirements and bidding within the estimated price, the winner will be decided by comprehensive evaluation as specified in the tender documents.
