Tender Notice:

1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive introduction of a cloud-based file management system.
(3) Characteristics of the procurement subject: As described in the tender specifications.
(4) Performance period: From contract signing date until March 31, 2032.
(5) Performance location: Location designated by the contracting officer.
(6) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than one yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.

2. Eligibility for participation:
(1) Must not fall under Articles 4 and 5 of the National Institute of Technology Contract Handling Regulations.
(2) Must be rated A, B, or C in the 'Provision of Services' category under the national unified qualification for fiscal year 2026.
(3) Must prove a system for rapid after-sales service and maintenance.
(4) Must have qualifications as determined by the contracting officer under Article 6 of the regulations.
(5) Must not be under suspension from transactions by the contracting officer.

4. Others:
(1) Language and currency for contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantees are exempted.
(3) Bidders wishing to participate must submit sealed bids with documents proving capability to perform the specified services by the submission deadline. Bidders must respond to any requests for explanation regarding these documents before the bid opening date.
(4) Invalid bids include those from ineligible bidders or those failing to fulfill bidder obligations as per the tender specifications.
