Tender Notice:
The following is a general competitive tender. Date: June 26, 2026. Responsible officer for expenditure commitment: Kuniharu TANABE, Counsellor of the Accounts Division, Digital Agency. Procurement agency number: 027. Location number: 13.

1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Implementation of payroll-related system for the Digital Agency in fiscal year 2026 (subsequent public notice).
(3) Specifications of the procurement subject: According to the tender documentation.
(4) Performance period: According to the tender documentation.
(5) Performance location: According to the tender documentation.
(6) Tender method: The successful bidder will be determined by a comprehensive evaluation method, requiring submission of technical proposals as specified in the tender documentation. The successful bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in their bid the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status.
(7) Use of electronic procurement system: This project uses the Government Electronic Procurement System (GEPS) electronic bidding function. Those unable to use electronic bidding may submit paper bids as specified in the tender documentation.

2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act, except minors or persons under guardianship with necessary consent.
(2) Must not fall under Article 71 of the Budget, Auditing and Accounting Act.
(3) Must have grade A, B, or C in the unified qualification for all ministries and agencies for fiscal years 2025, 2026, and 2027.
(4) Must not be under suspension of nomination based on the Digital Agency or other ministries' contract suspension measures.
(5) Must have qualifications as determined by the expenditure commitment officer under Article 73 of the Budget, Auditing and Accounting Act.

3. Submission of bids etc.:

(4) Deadline for submission of technical proposals: July 21, 2026, 12:00.
(5) Deadline for bid submission and bid opening: Bid submission deadline July 30, 2026, 12:00 (must arrive by this date if mailed). Bid opening July 31, 2026, 15:00 at the Digital Agency tender room.

4. Others:
(1) Language and currency for bidding and contracting: Japanese and Japanese currency.
(2) Bid and contract guarantees: exempted.
(3) Requirements for bidders: Those wishing to participate by paper must submit sealed bids with required documents by the deadline. Those using GEPS must submit bid data by the deadline. Bidders must respond to any requests for explanation from the expenditure commitment officer.
(4) Invalid bids: Bids from ineligible bidders or those failing obligations will be invalid.

(6) 入札方法落札者の決定に当たっては、総合評価落札方式をもって行うので、入札説明書で示した技術等提案書を提出すること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てた金額。) をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システムの利用本案件は、電子調達システム(政府電子調達(GEPS))の電子入札機能利用対象案件である。なお、電子入札によりがたい者は、入札説明書に定める様式により、紙入札方式とすることができる。
