(5) Bidding Method: The bid amount should be the total price for the complete set of equipment. The winning bid price will be the amount stated in the bid plus 10% of that amount (any fraction less than one yen will be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities. 2 Qualification for Participation
(1) Must not fall under Article 5 of the National Hospital Organization Contract Handling Regulations (hereinafter referred to as the Contract Regulations). Minors or persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 6 of the Contract Regulations.
(3) Must have Ministry of Health, Labour and Welfare unified qualification for 'sale of goods' at grade A, B, or C and have competitive participation qualification in the Tohoku region. Applications for this qualification are accepted at designated offices as of March 31, 2026.
(4) Must prove registration as a medical device sales business under the Pharmaceuticals and Medical Devices Act.
(5) Must have qualifications designated by the accounting officer based on Article 4 of the Contract Regulations. 3 Submission Location and Other Details
