Tender Notice:
The following general competitive tender is announced. Date: June 30, 2026. Responsible official for disbursement: Yoshikazu Fujinuma, Director of the Division of General Affairs, National Institute of Health Sciences. Procurement agency number: 017. Location number: 14.

1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Construction, lease, and operation/maintenance services for the renewal of the Research Information Network System.
(3) Specifications: According to the tender explanatory documents and specifications.
(4) Contract period: From September 1, 2026, to March 31, 2030.
(5) Contract location: The place designated by the official in charge of disbursement.
(6) Tender method: Tender price must be stated as a monthly estimated amount. The successful bidder will be decided by comprehensive evaluation method, requiring submission of documents related to performance, functionality, and technology (hereafter "documents for comprehensive evaluation"). The winning price will be the bid price plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of electronic procurement system: This procurement is subject to the electronic procurement system. Those unable to use it may apply to the ordering party to submit paper bids using a separately designated form.

2. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting.
(2) Must not fall under Article 71 of the same order.
(3) Must have Grade A, B, or C in the Ministry of Health, Labour and Welfare's unified qualification for provision of services in the Kanto-Koshinetsu region for fiscal years 2025-2027.
(4) Those intending to lease the procured items to third parties must prove ability to lease themselves and to the third party, and have a system for prompt after-sales service and maintenance.
(5) Must not have false information in application documents.
(6) Must not be in extremely poor financial or credit condition.
(7) Must not be under suspension by the Ministry of Health, Labour and Welfare.
(8) Must have qualifications designated by the official in charge of disbursement based on Article 73 of the Cabinet Order.
