Tender Notice:
The following general competitive tender is announced. Date: July 1, 2026. Officer in charge of expenditure commitment: Wataru SUDA, Counsellor (Accounting), Minister's Secretariat Ministry of Agriculture, Forestry and Fisheries. Procurement agency number: 018. Location number: 13.
1. Procurement details:
(1) Item classification numbers: 71, 27.
(2) Subject and quantity: A comprehensive study and examination work related to digital map development and operational efficiency improvement using satellites, utilizing the Ministry of Agriculture, Forestry and Fisheries Geospatial Information Common Management System (subject to electronic bidding and electronic contracting).
(3) Specifications: According to the bidding documents.
(4) Performance period: From contract signing date to March 31, 2027.
(5) Performance location: According to bidding documents and specifications.
(6) Bidding method: The winner will be determined by comprehensive evaluation bidding method; bidders must submit documents related to performance, functions, technology, etc. (hereinafter "documents for comprehensive evaluation"). The winning price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act.
(2) Must not fall under Article 71 of the same Act.
(3) Must have Grade A qualification for "Provision of Services" in the Ministry's unified qualification for fiscal years 2025-2027.
(4) Must have qualifications designated by the expenditure commitment officer based on Article 73 of the Budget, Auditing and Accounting Act.
(5) Must not be under suspension based on the Ministry's suspension measures for manufacturing, purchasing, and service contracts.
(6) Other qualifications as per bidding documents.
3. Use of electronic procurement system (GEPS):
This project is subject to electronic bidding and contracting. Those unable to use the system may apply in writing to the procuring entity to submit paper bids.
4. Submission method and place:
(1) Submission via electronic procurement system; paper bids may be accepted if system issues occur.
(2) Submission place, contract terms, and inquiry contact: Ministry of Agriculture, Forestry and Fisheries, Minister's Secretariat Budget Division Procurement Section, Bid Section 2, 1-2-1 Kasumigaseki, Chiyoda-ku, Tokyo 100-8950, Tel: 03-3591-6753.

5. Other:
(1) Language and currency: Japanese and Japanese yen.
(2) Bid and contract guarantees: exempted.
(3) Bidders must submit sealed bids with documents for comprehensive evaluation by the deadline. Bidders must respond to explanations requested by the expenditure commitment officer before bid opening; failure to do so will invalidate the bid.
(4) Invalid bids include those from ineligible bidders, false statements in evaluation documents, or violation of bidding conditions.
(5) Contract document required.
(6) Winner selection: Among bidders meeting minimum performance requirements and within price limits, the winner is selected by comprehensive evaluation method; if the winning bid is deemed inappropriate, the next highest evaluated bidder may be selected.
