Tender Notice:
The following general competitive tender is announced. July 1, 2026, President of The National University Corporation Hokkaido University, Kiyohiro HOUKIN. Procurement agency number 415, location number 01.

1 Procurement details
(1) Item classification numbers 22, 31
(2) Purchase subject and quantity: High-precision diagnostic imaging system 1 set
(3) Characteristics of the procurement subject: According to the tender specifications.
(4) Delivery deadline: March 31, 2027
(5) Delivery location: Hokkaido University Hospital
(6) Tender method: The successful bidder will be determined by comprehensive evaluation method; bidders must submit documents related to performance, functionality, and technology (hereinafter "documents for comprehensive evaluation"). The winning price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.

2 Eligibility for participation
(1) Must be rated A, B, or C grade in "sales of goods" in the Hokkaido area for fiscal 2026 under the national or Hokkaido University competitive participation qualifications. Applications accepted at designated offices or Hokkaido University Finance Department Procurement Section.
(2) Must prove a system for rapid after-sales service and maintenance for the purchased goods.
(3) Must prove ability to deliver the goods at the date and place designated by the President.
(4) Must prove possession of a license for selling medical devices under the Law on Securing Quality, Efficacy and Safety of Pharmaceuticals and Medical Devices.
(5) Must not be under transaction suspension by the President.
4 Others
(1) Language and currency for contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantees are exempted.
(3) Bidders wishing to participate must submit sealed bids with documents for comprehensive evaluation and proof of delivery capability by the bid receipt deadline. Bidders must respond to explanations requested by the President before bid opening.
(4) Invalid bids include those from ineligible participants or those failing obligations.
(5) Contract document creation is required.
(6) Successful bidder determination: Among bidders meeting minimum required performance etc. specified in the tender specifications and within the price limit, the President will select the winner by comprehensive evaluation method.
(7) No negotiations in the procedure.
(8) Details according to tender specifications. If environmental conditions are specified in the tender, bidders should understand them fully before bidding. 3 Bid submission location etc.
