1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Provision of services for an environment to determine illegal and harmful information on Social Networking Services (SNS) using generative AI, 1 set.

(6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities.
(7) This procurement is subject to the electronic procurement system (Government Electronic Procurement System (GEPS)). However, if electronic submission is difficult, paper bids are allowed. Details are in the tender documents.
2 Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order on Budget Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order on Budget Auditing and Accounting.
(3) Must be rated A, B, or C in the 'Provision of services etc.' category under the Cabinet Office competitive participation qualification for fiscal years 2025-2027.
(4) Must not be under suspension of designation by the National Police Agency.
(5) Must not be a business controlled by organized crime groups or equivalent entities excluded from government contracts. Application for participation qualification is accepted as per the public notice dated March 31, 2025. No bid or contract guarantee required. Bidders must submit documents proving eligibility by the deadline via the electronic procurement system or by paper if electronic submission is difficult. Bids from ineligible bidders or those who fail to fulfill obligations will be invalid. Contract creation is required. The winner will be the lowest valid bidder judged capable of delivering the goods within the price limit set by the expenditure commitment officer. No negotiation in the procedure.
