(2) Subject and quantity: Development, construction, leasing, and maintenance of a training system contributing to business efficiency, one set.

(6) Tender method: The winning bid price will be determined by adding 10% of the bid amount to the bid amount stated in the bid form (any fraction less than one yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax. 2 Eligibility for participation:
(1) Must not fall under Articles 3 and 4 of the National Institute for School Teachers and Staff Development Contract Handling Regulations.
(2) Must have Grade A, B, or C rating for 'service provision' in the Kanto-Koshinetsu region under the fiscal 2026 national unified qualification for competitive participation.
(3) Must not be under suspension of transactions by the President.
(4) Must not be a business operator substantially controlled by organized crime groups or equivalent entities subject to exclusion requests by police authorities, and such status must not continue.

(6) 入札方法落札者の決定は、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数があるときは、 その端数金額を切り捨てた金額とする。)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 独立行政法人教職員支援機構契約事務取扱要項第3条及び第4条の規定に該当しない者であること。
(2) 令和8年度国の競争参加資格(全省庁統一資格)において、関東・甲信越地域の「役務の提供」のA、BまたはC等級に格付けされている者であること。
(3) 理事長から取引停止の措置を受けている期間中の者でないこと。
(4) 警察当局から、暴力団員が実質的に経営を支配する業者又はこれに準ずるものとして、 排除要請があり、当該状態が継続している者でないこと。
