Tender Notice:

1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive project schedule management support services related to the FY 2026 clinical research database system enhancement project.
(3) Specifications: According to the bidding instructions and specifications.
(4) Performance period: From contract date until March 31, 2027.
(5) Performance location: Place designated separately by the obligating officer.
(6) Bidding method: Bidding amount is total price. The successful bidder will be decided by comprehensive evaluation bidding method; therefore, documents related to performance, functions, and technology must be submitted. The bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of Government Electronic Procurement System (GEPS): This project will use GEPS. Those unable to use GEPS may apply in writing to the obligating officer to use paper bidding.
2. Eligibility:
Must not fall under Article 70 or 71 of the Cabinet Order concerning Budget, Auditing and Accounting; must not be under suspension by Ministry of Health, Labour and Welfare; must have A or B rating for 'service provision' in the Ministry's unified qualification for FY 2025-2027 and have competition eligibility in the Kanto-Koshinetsu region; must not have false statements in application documents; must not have extremely deteriorated management or credit; must meet other qualifications as determined by the obligating officer.

4. Requirements:
Bidders must submit documents proving ability to perform the work by the specified deadline and respond to inquiries from the obligating officer. A pledge stating non-affiliation with organized crime groups must be submitted. Bids violating conditions or with false pledges will be invalid.
5. Contract award:
The obligating officer will select the bidder judged capable of performing the work who meets all mandatory requirements and whose price and technical evaluation score is highest within the estimated price limit. No negotiation in procedure. Further details in bidding instructions.
