The following general competitive tender is announced. Date: July 9, 2026. Official in charge of disbursement: Naoki NISHIO, Director Accounts Division, Commissioner's Secretariat, National Tax Agency. Procurement agency number: 015. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Comprehensive maintenance support for encryption software.
(3) Specifications: The disbursement official will separately instruct on the characteristics related to the procurement specifications.
(4) Performance deadline: March 31, 2031.
(5) Performance location: Location designated by the agency.
(6) Bidding method: The winning bid price will be the bid amount plus 10% (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of consumption tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Budget, Auditing and Accounting Act. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the same act.
(3) Must have Ministry of Finance competitive participation qualification grades A, B, C, or D for service provision in the Kanto-Koshinetsu region, or have applied and been registered by the bid submission deadline.
(4) Must not be subject to suspension or similar sanctions by ministries (exceptions allowed by the disbursement official).
(5) Must be in sound financial and credit condition ensuring proper contract performance.
