1. Procurement Details:
(1) Item Classification Number: 14.
(2) Procurement Subject and Quantity: FY2026 Output Equipment Optimal Placement Survey and Output Service Provision Contract (Electronic Tender and Contract).
(3) Characteristics of the Procurement Subject: As described in the bidding documents.
(4) Contract Period: From the day after contract signing until December 27, 2030. Output service provision period: March 1, 2027 to November 30, 2030.
(5) Performance Location: As described in the bidding documents.

(7) Use of Electronic Procurement System: This project requires submission of the Qualification Application Form, bidding, and contracting via the electronic procurement system. If use of the electronic procurement system is difficult, paper bidding and contracting methods may be used upon submission of the relevant requests.
(8) Qualification Requirements: Applicants must not fall under the provisions of Articles 70 and 71 of the Budget and Accounting Act. Applicants must have confirmed competitive participation qualifications for FY2025, FY2026, and FY2027 in the Chugoku region, rated A or B for 'Provision of Services' under the unified qualification system for all ministries and agencies. Applications for qualifications are accepted as per the announcement dated March 31, 2026. Applicants must not be subject to corporate reorganization or civil rehabilitation procedures, nor be suspended from nomination by the Chugoku Regional Development Bureau during the application period. Applicants must not be recognized as controlled by organized crime groups. Applicants must have obtained Information Security Management System certification (ISO27001/ISMS).
(9) The business management officer assigned must hold a PMP certification from the Project Management Institute or a PMS or higher qualification under the P2M qualification system of the Japan Project Management Association.
(10) Bidding documents must be downloaded from the electronic procurement system or obtained from the responsible officer.
(11) Submission Deadlines: Qualification application deadline is August 12, 2026, 17:00; bid submission deadline is September 10, 2026, 17:00. Opening date: September 14, 2026, 10:00 at the Chugoku Regional Development Bureau bidding room.
(12) Language and Currency: Japanese and Japanese currency only.
(13) Bid and contract guarantees are exempted.
(14) Bidders must respond to inquiries from the responsible officer regarding application contents before the bid opening.
(15) Only bids from applicants whose qualifications are confirmed by the responsible officer will be considered valid.
(16) Invalid bids include those from unqualified participants or those violating bid conditions.
(17) Contract documents will be exchanged via the electronic procurement system; paper contracts may be used with approval.
(18) The successful bidder will be selected based on the lowest valid bid within the price limits set by the Budget and Accounting Act. However, if the lowest bidder is deemed unable to properly perform or if contracting would disrupt fair trade, the next lowest bidder may be selected.
(19) Applicants without the unified qualification may submit applications but must obtain qualification confirmation before bid opening.
(20) The procuring entity may request submission of reference estimates before bid opening.
