The following general competitive tender is announced. Date: July 13, 2026. Procuring entity: Japan Student Services Organization, President Yoshioka Tomoya. Procurement agency number: 591. Location number: 14.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Introduction and license purchase of cloud storage system (Box).
(3) Characteristics of procurement subject: According to the tender specifications.
(4) Performance period: 1) Delivery deadline: January 29, 2027; 2) Design and construction period: October 1, 2026 to January 29, 2027; 3) License usage period (including construction period): October 1, 2026 to March 31, 2028.
(5) Performance location: According to procurement specifications.
(6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status. Eligibility: Bidders must have the Ministry of Education, Culture, Sports, Science and Technology's unified qualification for FY 2025-2027 in the Kanto-Koshinetsu region, rated A, B, or C for 'sale of goods' and 'provision of services'. Applications for qualification are accepted at designated offices. Budget and accounting: Not subject to Articles 70 and 71 of the Budget and Settlement Act, except special cases for minors or persons under guardianship with necessary consent. Bidders must not be under transaction suspension by the President of the organization. Bidders must not be members or affiliates of organized crime groups as defined by the Act on Prevention of Unjust Acts by Organized Crime Group Members. Bidders must meet qualifications and achievements as described in sections 6.2.2, 8.3.1, and 8.3.2 of the procurement specifications. Submission location and inquiries: Japan Student Services Organization Ichigaya Office, Finance Department, Accounting Section, Contract Division, 10-7 Ichigaya Honmuracho, Shinjuku-ku, Tokyo 162-8412, TEL 03-6743-6022. Tender documents are downloadable from the organization's website with password request by email. No briefing session will be held. Bid submission deadline: September 1, 2026, 17:00. Bid opening: September 15, 2026, 15:00 at the Ichigaya Office. Language and currency: Japanese and Japanese yen. Bid bond and contract guarantee are exempted; however, a penalty of 5% of the winning bid price applies if the winner does not conclude the contract. Bidders must submit sealed bids and required documents by the deadlines and respond to any requests for explanation before the bid opening date. Invalid bids include those from unqualified bidders or those failing obligations. Contract document is required.
