1. Procurement details:
(1) Item classification number 73.
(2) Subject and quantity: FY2026 Contract for Survey and Research on Public Awareness and Outreach Regarding Security Measures for IoT Devices 1 set.

2. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under conservatorship or assistance who have obtained necessary consent for contract conclusion may be applicable under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order.
(3) Must have the Ministry of Internal Affairs and Communications competitive participation qualification (unified qualification for all ministries) rated A, B, or C for service provision, and have competitive participation qualification for the Kanto-Koshinetsu region. Obligations for bidders: Those wishing to participate must submit proposals as specified in the tender documentation via the electronic procurement system between August 3 and August 17, 2026, 5:00 PM. If unable to use the electronic procurement system, proposals must be submitted by the deadline to the location specified in section 6. Only those whose proposals are recognized as capable of fulfilling the contract will be eligible for bidding. If requested, bidders must respond to explanations about submitted proposals. Use of electronic procurement system: This tender uses the electronic procurement system for bidding, tender opening, and contract procedures. If unable to use the system, a written reason must be submitted by August 17, 2026, 5:00 PM, to the location in section 6 and approved to allow paper-based procedures. Details are as per the tender documentation. Submission of bids: Bids must be submitted via the electronic procurement system by August 17, 2026, 5:00 PM. For paper bids, the bid must be sealed in an envelope with bidder's name, bid subject, and opening date, and submitted by the deadline to the location in section 6. Other: Invalid bids include those from ineligible bidders or those violating bid conditions. Language and currency for contract procedures are limited to Japanese and Japanese currency. No bid or contract guarantee required. Qualification application: Those without competitive participation qualification who wish to bid must submit the prescribed qualification application form to the location in section 6. Bid price determination: The winning bid price is the bid amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Award decision: Based on the Cabinet Order Article 79, the winner is selected from bidders offering prices within the set limit and meeting all mandatory performance and functional requirements, using a comprehensive evaluation method specified in the tender documentation.
