1. Procurement Details:

2. Bidding method:
Bidders must state the total price on the bid form. The winning bid price will be the stated amount plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state 100/110 of their estimated contract price regardless of tax status. The number of bidding rounds is limited to two. If no winner is decided after two rounds, the contract will not shift to a discretionary contract based on budget and accounting regulations. This is an electronic procurement system tender requiring submission of qualification certificates and electronic bidding; paper bids are allowed if electronic submission is not feasible. Eligibility: Bidders must not fall under disqualifications per budget and accounting laws, must hold A or B grade in 'service provision' in the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for FY2025-2027, and have competition eligibility in the Kanto-Koshinetsu region. Bidders must not be subject to bankruptcy or reorganization procedures. Bidders must not have been suspended from bidding by the NILIM Director during the period from certificate submission to bid opening. Electronic bidders must have an IC card for electronic certification.

3. Bidders must have received the bidding documents directly. Bidders must not be under exclusion requests from police authorities related to organized crime. Bidders must have experience since FY2016 as a prime contractor in wireless network design and operation using wireless LAN controllers with at least 10 access points in a domain-managed wireless network environment. The winning bidder is the one with the lowest valid bid within the price limits set by budget and accounting regulations, meeting all eligibility criteria. If the winning bidder is deemed unable to perform or contract would disrupt fair trade, the next lowest valid bidder may be selected. If the winning bid is below investigation standard price, an investigation will be conducted. Negotiations are not conducted unless specified in the bidding documents.
