Tender Notice:

1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: FY2026 Clinical Research Database System Renovation Project.
(3) Specifications: According to the tender explanatory documents and specifications.
(4) Performance period: From contract date until March 31, 2027.
(5) Performance location: Designated separately by the responsible officer.
(6) Tender method: Tender amount is total price. The successful bidder will be decided by comprehensive evaluation method; therefore, documents related to performance, functions, and technology must be submitted. The winning price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated), so bidders must enter 100/110 of the estimated contract amount regardless of tax status.
(7) Use of Government Electronic Procurement System (GEPS): This project will be conducted via GEPS. Those unable to use GEPS may apply in writing to the responsible officer to use paper bidding.
2. Eligibility for competition:
(1) Must not fall under Article 70 of the Budget and Accounting Act. Minors or persons under guardianship may participate if consent for contract is obtained.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must not be under suspension by Ministry of Health, Labour and Welfare.
(4) Must have A or B rating for 'service provision etc.' in the Ministry's unified qualification for FY2025-2027 and have competition eligibility in the Kanto-Koshinetsu region.
(5) Must not have false statements in application documents.
(6) Must not be in extremely poor financial or credit condition.
(7) Must have qualifications designated by the responsible officer based on Article 73 of the Budget and Accounting Act.
