The following is subject to open competitive bidding. Date of expenditure commitment: July 16, 2026. Responsible official: Yoshida Issei, Director of the Accounting Division, Ministry of Health, Labour and Welfare. Procurement agency number: 017. Location number: 13.
1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive project management and procurement support services related to functional additions to the pharmaceutical stable supply and distribution confirmation system.
(3) Specifications: According to the bidding instructions and specifications.
(4) Performance period: From contract date until March 31, 2027.
(5) Performance location: Designated separately by the responsible official.
(6) Bidding method: The bid price shall be a lump sum. The successful bidder will be selected by comprehensive evaluation bidding method; therefore, documents related to performance, functions, and technology must be submitted. The winning bid price will be the bid amount plus 10 percent of that amount (fractions less than 1 yen will be truncated). Bidders must enter in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
(7) Use of Government Electronic Procurement System (GEPS): This project will be conducted via GEPS. Those unable to use GEPS may request paper bidding by written application to the responsible official.
2 Competitive participation qualifications:
Must not fall under Article 70 of the Budget and Accounting Act. Minors or persons under guardianship may participate if they have necessary consent. Must not fall under Article 71 of the Budget and Accounting Act. Must not be under suspension by the Ministry of Health, Labour and Welfare. Must have A, B, or C rating for 'service provision etc.' in the Ministry's unified qualification for fiscal years 2025-2027 and have competitive participation qualification in the Kanto-Koshinetsu region. Must not have false statements in application documents. Must not have extremely deteriorated management or credit status. Must meet other qualifications set by the responsible official based on Article 73 of the Budget and Accounting Act.

6 Requirements for bidders:
Those wishing to participate must submit documents proving capability to perform the work by the specified deadline. Must respond to requests for explanation from the responsible official. Must submit a pledge stating they are not affiliated with organized crime groups. Invalid bids include those from ineligible bidders or those failing obligations. Bids without the pledge or with false pledges will be invalidated.

The successful bidder will be the one judged capable by the responsible official, meeting all mandatory requirements and within the price limit based on Article 79 of the Budget and Accounting Act, with the highest comprehensive evaluation score based on price, performance, functions, and technology.
