The following general competitive tender is announced as follows. Date: July 17, 2026. Procuring entity: National University Corporation Hiroshima University, Contract Officer (Finance and General Affairs) Koji YANAGISAWA. Procurement agency number 415, location number 34. No. 17-1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Development, operation, and maintenance of an alert system as part of the construction of a digital twin for watershed flood control, one set.
(3) Characteristics of the procurement subject: As described in the tender explanatory document.
(4) Performance period: From contract signing date through December 28, 2027.

Bid opening: September 8, 2026, 2:00 PM, Hiroshima University Headquarters Building 3F, Tender Room. Language and currency: Japanese and Japanese yen. Bid and contract guarantees are exempted. Bidders must submit sealed bids with documents proving ability to deliver the specified items by the deadline. Bidders must respond to inquiries from the Contract Officer regarding submitted documents before bid opening. Invalid bids include those from unqualified bidders or those failing required obligations. Contract document preparation is required. The successful bidder is the qualified bidder with the lowest valid bid within the estimated price limit, subject to suitability and fairness considerations. Negotiations are not conducted.
