The following general competitive tender is announced. Date: July 17, 2026. Procuring entity: Independent Administrative Institution Workers' Retirement Mutual Aid Organization, Construction Industry Retirement Mutual Aid Account Business Accounting Contract Officer Director Makino Rika. Procurement content:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: FY2026 Electronic Application System Function Upgrade.
(3) Characteristics of procurement subject: According to tender documents and specifications.
(4) Performance period: From contract signing date until September 30, 2030.
(5) Performance location: According to tender documents and specifications.
(6) Tender method: Comprehensive evaluation method; bidders must submit documents concerning proposed performance, functions, and technology. The bid amount must be a total price. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state 100/110 of the estimated contract amount regardless of tax status. Eligibility: Bidders must not fall under disqualifications including inability to contract, bankruptcy without rehabilitation, misconduct in contract performance, anti-social forces, false statements in application documents, etc. Bidders must have a unified qualification grade 'A' for service provision as of September 8, 2026, or equivalent recognition by the institution. ISO9001 or equivalent certification is required, or compliance with specified quality assurance measures. Privacy Mark or Information Security Management System certification (ISO/IEC27001 or JIS Q27001) is required or equivalent personal information protection measures must be documented. Quality management plans must be submitted and approved. Subcontracting of comprehensive planning, judgment, and management parts is prohibited. System development experience with user and screen counts equal or greater than this system is required. Contract language and currency: Japanese and Japanese yen only. Bid submission deadline: September 9, 2026, 17:00. Bid opening: September 30, 2026, 10:00 at the 9th floor conference room of the institution. No negotiation in procedures.
