The Independent Administrative Institution Workers' Retirement Mutual Aid Organization hereby announces a general competitive tender as follows. Procurement agency number 583, location number 13.
1. Procurement details:

(2) Procurement subject and quantity: System modification work for Tokutai Retirement Mutual Aid system accompanying additional development of electronic application system

2. Performance period:
From contract signing date until September 30, 2030. Performance location: According to the tender explanation and specifications. Tender method: Comprehensive evaluation bidding method; submission of documents related to proposed performance, functions, and technology is required. The bid price must be stated as a total price. The winning price will be the bid price plus 10% of that amount (fractions less than 1 yen are truncated). Bidders must state 100/110 of the estimated contract amount regardless of tax status. Qualification for participation: Excludes those without contracting ability, bankrupt persons without rehabilitation, those with certain disqualifying records within 2 years, antisocial forces as defined by the organization's regulations, and others as detailed. Bidders must have unified qualification for all ministries and agencies for fiscal years 2025-2027 with grade A, B, or C for 'service provision etc.' or equivalent qualification from the organization. ISO9001 or equivalent certification is required, or assured implementation of specified work methods. Privacy Mark or Information Security Management System (ISO/IEC27001 or JIS Q27001) certification is required for the business or executing department, with copies submitted. Quality management system requires prior submission and approval of a quality evaluation plan. Prohibition on subcontracting the entire or comprehensive planning and management parts to third parties. System development experience must include systems with user and screen counts equal or greater than this system, including operation and maintenance. Contract must comply with specified personal information handling and information security management requirements. Other restrictions per specifications apply.
