The following general competitive tender is announced. Date: July 21, 2026. Procuring entity: National Institute of Advanced Industrial Science and Technology, Contract Officer Masatsugu YOSHIOKA. Procurement agency number: 815. Location number: 14.
1 Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Construction and operation/maintenance of an integrated human resources system.
(3) Specifications: According to the bidding documents.
(4) Contract period: From contract signing date until September 30, 2031.
(5) Performance location: According to the bidding documents.
(6) Bidding method: The successful bidder will be determined by a comprehensive evaluation method; bidders must submit documents related to performance, functions, and planning (hereafter 'documents for comprehensive evaluation'). The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2 Eligibility for participation:
(1) Those lacking the ability to conclude the contract or bankrupt persons without rehabilitation are ineligible.
(2) Those who have committed certain violations within the past two years (including agents, managers, or employees) are ineligible, including intentional poor workmanship, fraud regarding quality or quantity, obstructing fair competition, obstructing contract conclusion or performance, obstructing official duties, unjustified non-performance, false declarations, or employing ineligible persons. (3)-(7) Additional eligibility conditions. Must be rated A, B, or C in 'service provision' in the national unified qualification for fiscal years 2025-2027. Must not be subject to suspension of subsidies or nomination bans. CIO assistants and related staff involved in procurement planning and evaluation must not be affiliated with bidders or related companies within two years. External experts involved in evaluation must not have capital or personnel relations with bidders. Required certifications include ISO/IEC27001 or JIS Q27001 and Privacy Mark; if using cloud services, ISO/IEC27017 and ISO/IEC27018 or equivalent quality assurance are required. Date and place for briefing session: July 28, 2026, 11:00 online (application deadline July 27, 2026, 12:00). Submission deadline: September 8, 2026, 12:00. Opening date: September 29, 2026, 11:00 at the National Institute of Advanced Industrial Science and Technology meeting room 2103. Language and currency: Japanese and Japanese yen. Bid and contract guarantees are fully exempted. Invalid bids include those from ineligible participants or violating bid conditions. Contract document creation is required. The successful bidder will be selected from valid bids meeting minimum required specifications within the price limit using a comprehensive evaluation method.
