Tender Notice:
The following general competitive tender is announced. Date: July 21, 2026. Procuring entity: Inter-University Research Institute Corporation, National Institute of Informatics, Director Yu KIRENGAWA. Procurement content:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Comprehensive development services for the next-generation Academic Information Network (SINET) portal system.
(3) Specifications: According to the tender explanatory documents.
(4) Delivery deadline: March 31, 2027.
(5) Place of performance: Location designated by the contracting officer.
(6) Tender method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than one yen are rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Eligibility: Bidders must not fall under disqualifications per Articles 4 and 5 of the contract handling regulations of the Inter-University Research Institute Corporation. Minors or persons under guardianship may participate if consent is obtained. Bidders must hold a national competitive qualification for fiscal year 2026 in the Kanto-Koshinetsu region at grade A, B, or C for 'service provision etc.' Bidders must have qualifications designated by the Director per Article 6 of the contract handling regulations. Bidders under suspension by the Director are disqualified. Bid opening: September 30, 2026, 15:00, Academic Center 19F Room 1906A. Language and currency: Japanese and Japanese yen. No bid or contract guarantee required. Bidders must submit sealed bids with documents proving capability to perform the specified services by the deadline. Bidders must respond to any explanation requests by the Director before bid opening. Invalid bids include those from unqualified bidders or those failing obligations. Contract document required. Award method: The Director will select the lowest valid bid within the price limit prepared per Article 13 of the contract handling regulations from bidders judged capable of performing the specified services.
