Tender Notice:
The following general competitive bidding is announced. July 22, 2026, Independent Administrative Institution Japan Organization for Metals and Energy Security (JOGMEC), Contract Officer Executive Vice President Sato KIMIHIKO. Procurement agency number 586, location number 13.
1. Matters subject to competitive bidding:
(1) Item classification numbers 15, 28
(2) Subject: Replacement and operation and maintenance work of firewalls at the National Oil Stockpile Base offices, etc. (electronic bidding target case)
(3) Procurement items:

1. Lease of 18 firewalls 2. Construction and installation work related to item 1 above 3. Operation and maintenance work related to item 1 above 2.
(4) Contract period: Refer to the tender explanation and procurement item specifications.
(5) Delivery location: Refer to the tender explanation and procurement item specifications.
(6) Bidding method: General competitive bidding. The bid amount shall be the total amount indicated separately in the bid breakdown sheet. When deciding the successful bidder, the bid price shall be the amount obtained by adding 10% of the amount stated in the bid document (fractions less than 1 yen are rounded down) to that amount, so bidders must state in the bid document the amount equivalent to 100/110 of the estimated contract amount regardless of consumption tax status. Qualifications required for participants: Must meet all of the following conditions: Not fall under Article 3 of the Public Announcement on Qualifications for Participation by JOGMEC. Domestic corporations or individuals must have Grade A rating for 'Provision of Services, etc.' in the fiscal years 2025-2027 unified qualification. Those without qualification must undergo qualification screening by the bid date and be rated accordingly. Must not have been subject to administrative sanctions such as suspension of subsidies or contract disqualification by government agencies. Must not have had contracts terminated in the past 3 years due to information management deficiencies. To prove ability to deliver the procured items, submit by August 24, 2026, documents including an implementation plan and maintenance support system certificates. Third parties may perform lending or service work if qualified. Must be registered users of the electronic bidding system. Tender explanation documents will be distributed by email upon request by August 4, 2026. No briefing session. Bid submission deadline is September 10, 2026, 10:00 AM via electronic bidding system. Opening at 10:10 AM same day at JOGMEC offices in Toranomon Twin Building, Minato-ku, Tokyo. Bid and contract guarantees are fully exempted. Invalid bids include those by unqualified participants or violating bid conditions. Contract award is to the lowest valid bid within the estimated price range, with provisions for rejecting bids deemed inappropriate or non-compliant. Negotiations are not conducted in the procedure.
