The following is subject to open competitive bidding. Date of expenditure commitment officer: July 23, 2026. National Police Agency Secretariat Accounting Division Director: Keisei Mari. Procurement agency number: 009. Location number: 13. No. 327.
1 Procurement details:
(1) Item classification numbers 15, 29.
(2) Procurement subject and quantity: Construction of the complaint and accusation system and related works, one set.
(3) Characteristics of the procurement subject: as per the bidding documents.
(4) Execution period: as per the bidding documents.
(5) Execution location: as per the bidding documents.
(6) Bidding method: The contract price will be determined by adding 10% to the amount stated in the bid (fractions less than one yen will be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
(7) This procurement is subject to the electronic procurement system (Government Electronic Procurement System - GEPS). However, paper bids are allowed if electronic submission is difficult. Details are in the bidding documents.
2 Eligibility for competition:
(1) Must not fall under Article 70 of the Budget and Accounting Act. Minors or persons under guardianship with necessary consent may be exceptions.
(2) Must not fall under Article 71 of the Budget and Accounting Act.
(3) Must be rated A, B, or C for 'Provision of Services, etc.' in the Cabinet Office unified qualification for FY 2025-2027.
(4) Must not be under suspension from the National Police Agency.
(5) Must not be a business controlled by organized crime groups or equivalent as requested for exclusion by police authorities.
